In a word, a fannullone. The View from Bologna, a blog on Italian politics, culture, and society, written by a blogger based in (where else?) Bologna, notes that: "Fannulloni is a word much in vogue in Italy at the moment, in part because of a headline-grabbing crusade by the Minister for Public Administration and Innovation, Renato Brunetta, against this seemingly large and well-deployed group."

The Ministro per la Pubblica Amministrazione e l’Innovazione recently launched Non Solo Fannulloni!, an initiative that aims to highlight the many accomplishments and successes of the Italian public sector, despite the reputation for bloated payrolls, absentee workers, and meritless promotions.

i think i’ve managed to translate the term: fannulloni! i would say, in english:
“big do nothing”. i hope i’m correct. if not, i hope all of you expert speakers [of italian] will jump all over me w/ proper corrections. let’s hear it from the fluent ones! ♥ marianna ricci
